Say you have a tick tac toe board

You have three bean bags.. they all are dropped at random on the board and each land in one space

What is the probability that you have tic tac toe? (three in a row)?

Unless you're talking about a different type of "bean bag" this is probably the wrong board.

At any rate, the probablility changes depending on where the first two bean bags land. Worst case is 1 in 14.

And you can calculate the odds before any beanbag is thrown... then of course they change dpending on the placement of the first.. and then the second.
 
On a tictactoe board there are nine squares, three beanbags...there is a formula to find out how many combinations and permutations given this info, but I don't know it off top of head. You would use the combinations formula, permutations takes into account the different orders that the beanbags would land in to make out all of the combinations of landing possibilities.
