I doubt it was an actual race, as there's no way they'd let anyone participate w/o the appropriate safety gear. Looks to me like maybe someone was practicing in the wrong place at the wrong time.

IMO, serves `em right...anyone stupid enough to be doing that under those circumstances deserves what they get.
