Police Immobilize 12 Year-Old Girl With 50,000 Volts For Skipping School

Miami-Dade police said an officer should not have used a stun gun to stop a 12-year-old girl who was skipping school.

A Miami-Dade police officer used a Taser to stop an unarmed, 12-year-old girl who was running away from him after she was caught skipping school, police acknowledged Friday night.

The incident happened Nov. 5, just over two weeks after other Miami-Dade officers used a stun gun to restrain a first-grader. In that case, police said the 6-year-old boy was holding a shard of glass and threatening to cut himself. Police Director Bobby Parker defended the decision to shock the boy because he could have seriously hurt himself.

But Parker said Friday that he could not defend the decision to shock the fleeing 12-year-old, who was apparently drunk.

''Under the circumstances, we thought that he should not have used the Taser,'' Parker said referring to the officer. ``It's likely that discipline will be forthcoming.''

According to the incident report:

Officer William Nelson responded to an anonymous complaint that some kids were swimming in a West Kendall pool, drinking alcohol and smoking cigars about 11 a.m.

Nelson said he noticed the girl was intoxicated and told her to get dressed so he could take her back to school.

''While walking [the girl] to the police car, [she] took off running through the parking lot,'' Nelson wrote in his report.

Nelson, 38, a 15-year veteran, said he chased her and yelled several times for her to stop. Nelson said he pulled out the Taser and fired when the girl began to run into traffic.

The electric probes hit the girl in the neck and lower back, immobilizing her with 50,000 volts.

Nelson said he fired ''for my safety along with [the girl's] safety.'' He could not be reached for comment.

Paramedics treated the girl, who went home with her mother.

Parker said department policy permits officers to use the Taser to apprehend someone, but he said he expected his officers to use better judgment -- especially when police had no plans to arrest someone playing hooky.

''If you use it to apprehend an adult, it would be an arrest kind of situation,'' said Parker, adding that the timing of the latest incident couldn't be any worse.

His department is already under fire for using a Taser to subdue the 6-year-old last month. That zapping has made national headlines and prompted calls from child advocates that Miami-Dade review its Taser use.

Parker said Friday night that his department will review its Taser policy. ''That doesn't mean that we're going to change it,'' he said.

County Commissioner Joe Martinez, a former Miami-Dade officer, said the policy needs to be tightened.

''When you have a 6-year-old who is on medication and very disturbed, maybe some of that crisis intervention training would be very handy,'' he said, referring to a program that teaches officers how to deal with the mentally ill. ``Now, when I learn that a 12-year-old girl was running away, truant, and was also Tasered, I think it's time we instruct the county manager to look at that policy.''

Asked if his officers had shocked any other kids, Parker said: ``I asked the same question, are there more of these out there that I'm not aware of? To my knowledge this is the only one.''
 
fire him. being a cop is a privelege (often abused), and far from a right.

some mistakes can be forgiven (professionally-speaking), and some cannot.

this 'lapse in judgement' is a deal-breaker, 15-year-veteran, or not.
 
What a pussy, he said he did it for her and his own safety. Yeah, any cop that uses a weapon to immobilize a 12 yr old girl shouldn't be a cop.

This is a lawsuit already done and over.......there's no way this cop walks and the city doesn't get their ass handed to them in a civil suit. This type of shit is OFF THE CHAIN, nugga....... There's no justification for using a taser on a kid......NONE.

you all are skipping an important detail. The cop who used the taser said she was drunk and ABOUT TO RUN INTO TRAFFIC. If this is true than using the taser really could have saved her life.

HOWEVER

I want to know why so many people seem to think that it is the place of cops to make sure children are going to school.

Furthermore, cops have no place in such things. The officer never should have been there.

Not really, if that was the case, Eazy-E wouldn't have survived past the 5th grade. That lil' muthafucka was notorious for skipping school, just like Ice Cube, MC Ren, DJ Yella and Dr. Dre......

Those kids were supposed to be in school when they made "N.W.A. & The Posse" back in '86.

If she was going to run into traffic and he did it as a las resort to keep her from being injured I guess he was right....

On another note, if that was my son I would have written a belt across his ass for skipping school ! That little knugga would have begged me to shot him with a taser instead.

1. If she was going to run into traffic then she was lucky 'coz her life may have just been saved, however if she did not skip school in the first place she would not have run into traffic to start with.

2. The school is liable for her safety and not providing the kid with a safe environment would result in a lawsuit. And if its a public school I would imagine the American government is paying to maintain it which comes out of the taxpayers pocket to defent that school in court.

3. I am a firm believer in education, so I, as a parent, would EXPECT that kid to attend school and gain kmowledge - because knowledge is power (if you know how to apply it ofcourse)! Better future for them later on.
 
Bitch deserved it. They should taser every drunk 12 year old kid who skips school, and goes swimming in someone else's pool while smoking cigars. That cop is the man.
 
I say zap the little bitch if people thought for once that there may be consequences for there actions they may think before acting. School children are aleady out of control its time to take back control.

Yep, bitch did get what she deserved, what kind of girl skips school to get drunk and runs from the police at the age of 12? He saved her life. I would've kicked her in the while too while i was at it.
 
hopefully that taser will teach her a lesson, even though i know it wont. a 12 yo drinking and smokin, ditching 7th or 8th grade, c'mon. whats next i bet by the time shes 14 she havin sex and doing drugs, if anything she'll be a single mom at the age of 15. i was brought up affraid of the belt, it kept me out of trouble all the time. unlike some people my parents didnt beat me, but if they had to whoop my ass to teach me a lesson they did. it only took one time and i stopped, my dad is a great man and i thank him for teaching me to be the man i am today. so like big rick i wouldnt have any quams about slappin a belt up side her ass when she got home. the taser may have been alittle to much but it might be well worth the lesson taugh, if it can keep her off the streets and in school when she sould have been anyways. now at least her parents know what she was up to, and may do something about it. the sad part of the story is that the tax payers are gonna pay for this, oh well. whats new and life goes on.
