Pins at Target

Well, not sure if it is a nation-wide policy or not, but the target in my area (upstate NY) has been selling pins without a script, but today I am told that they require a script for all pins. The guy told me this is their policy now. Not that they ever had anything below 26/27 gauge anyway, but how frustrating, who is Target or any retailer to impose restrictions beyond what the government does. Freaking Regulation by capitalism. I could understand not selling them to kids, but to an adult wanting to buy a legal product, it is frustrating.
