Long story short, because humans are concealed ovulators. As we don't have a "breeding season" when we exhibit outward signs of fertility, our bodies are prepped for pregnancy every month. When we don't get pregnant, we have to clean house (figuratively speaking) and start the cycle all over again. Believe me, it's no joy living it. It can interfere with a lot of shit in your life (getting your period when you're on vacation is the bee's knees, seriously).
