Nolvadex as a partial agonist

I know that nolvadex is used as an estrogen receptor blocker, but it does that by being a partial agonist, meaning it still has some estrogenic activity, just less than the estrogen molecule itself. My question is does nolvadex cause any estrogenic side affects?
 
One known estragen-like effect is its possitive effect on cholesterol, this is caused because it acts as a estragen agonist in liver tissue. Its agonist/angatonist characteristics are tissue specific.

I know that it is an antagonist at breast tissue, how about in the CNS, does is cause "estrogen-like mentation"?
