No, it wasn't GW's fault they weren't prepared. He's not a babysitter. It was the local government's fault. The Governeor of louisiana, the local HOR, senate, mayors and congressman. They are the one's who are responsible for the unpreparedness of their own cities, not George Bush.

And on a side note, when you go back to the city when this is all said and done, can you PLEASE give Pick3 a big smack upside the head for me? His refusal to leave until the last minute is really grinding my gears.
