If you ever have a question there's almost a 100% chance that someone here will have an answer.
As to your weight-loss/bulk question, your goal should be to get to a relatively low bf% (find out with a 7-site test like pwr_machine said) before you start bulking. this way you'll be much less likely to gain back too much fat, and when it comes time to cut it'll be that much easier.
Congratulations on the fat loss by the way, that's a really great number for three months!
My suggestion would be to switch your diet (if you're not already on one like this) to a high-protein/high-fat/low-carb diet. Maybe a Ketonic diet would be best for you... ?
I've recently changed my diet to high-p/f low-carb with the help of a few really great guys on the board and it's been working really well for me so far. I've found that fat-gain is not even a concern, even when bulking, and I'm told that muscle-gain is great.
My advice is to check out any posts by BodyByFinaplix, bfold, Spatts, and Lord_Suston...these guys really know what they're talking about and I've learned tons from them (Thanks guys!!).
