The have basic fission devices and can get them as far as our (USA) eastern territories. CA, OR, etc etc with their mid range missiles.

However, the US response would probably be a fusion device. Pretty much turning the entire chunk of land into a glowing flower pot.

China would be pissed and anyone down wind would also be a little pissed. But hey, if you eat your own pets be prepared to get bitten.

Their party is screwed up enough to do something like that. It is more probable that they would drop a small nuke in SK on or near the US forces that are stationed there.

Bush will use the media to throw NKorea and Iraq off. Think about it. He can say that they will start attacking in 1 week, but actually attack in 2 days or something.
