D-bol at your age, and level of developement was a mistake. You have a decent build for a guy your age, but nothing to write home about considering you've done anabolics.
The most and only anabolic thing you should be thinking about at this stage is food, and lots of it. Whole eggs, whole milk, ground beef, peanut butter, etc. Those are a great start, and all are cheap, since you are on a budget. You can get a huge box of pasta for about .50-$1.00, and a big pack of ground beef for around 3.00 (if you shop at a superwalmart, etc),some sauce and make enough pasta and meatballs to last you 3-5 days. All for about 5 bucks. Peanut butter can be bough for about 1-1.50 for store brand, forget natural. Get your hands on whatever you can get and chow down. Make cows 5 counties over scared. Don't think you will get fat, or too big. It won't happen.
As for exercises, just do rows, dips, deads, bench, chins, clean and press, etc. You don't need any foo foo stuff, not now or ever.
Do this, and get some lights in your house (lol), and I'm sure your next pics will look really impressive. Good luck, and happy growing brother.
