Might be a really dumb question regarding needle exchange

So I'm from nj, and they have this legal program in Paterson which basically is a syringe exchange for drug abusers. Their theory is that they'd rather you be on heroin than use dirty needles and transmit diseases. It's completely anonymous and all you have to is exchange your batch and get a new one. I'm just curious if anybody here has heard about this and thinks this could work for steroids users and give the right size needle. Probably a really dumb question but I'm just curious. And they don't just give you syringes, they throw in sharp kits, alcohol swaps, pins, etc

It's a bad idea. Leave those programs to serve their target population. Pins are like 30 cents on most sites.
