are there any treatments which increase baseline testosterone level?

(as opposed to Free T and DHT levels)
 
I would think that your baseline levels are dictated primarily by age, genetics, environmental factors, prior hormone and medicine use, etc. As far as altering them in the longterm, I would assume that HRT is designed for that. However, it will never go back to normal after prolonged use of exogenous hormones, whether steroids or HRT drugs
 
From what I understand - no. I could be wrong, but baseline test is determined by genetic makeup and there is no real way to improve on that sans extrageneous test which is only then replacing, not improving your own production.
