That's according to Forbes' projections of the value of the four-year rookie contracts for the 32 players picked in the first round.
The Jaguars selected Central Florida quarterback Blake Bortles at No. 3 instead of the 2013 Heisman Trophy winner. Bortles' contract should be worth $20,654,810. Manziel's contract should be worth $8,247,250.
