if you have dialup just disconnect/reconnect to your isp; with broadband change your nic and you'll get a new one. I could get into mac addy spoofing but I just don't feel like it.
It depends on your ISP. You may have a fixed IP address in which case you'll probably have to pay them to change it. Many are on a variable IP setup and then it's as simple as disconnecting from the Internet for a few seconds.
Static ip address is always an added charge. dhcp is how ISP want your connection as it doesn't cost them money. Static Ip address means they have to put configurations in their equipment just for you...
easy. if you are using IE. go up into TOOLS/internet options/connections/lan settings and put in there a proxy that you find off the net.

well with my very limited knowledge on the subject, i know many times the proxies people use are unauthorized. it COuld possibly be a government computer your using as a proxy.I know its a class 2 felony in some cases. using a proxy means everything you do goes through another computer or network somewhere, bandwidth is taken up among other things.
i think there are public proxies, but im not sure. its best to change proxies ALOT if you are going to do that. i honestly have never tried it myself.
