if your strength is continually going up does this mean your not overtraining

That is a tough question to answer. Very often training programs are structured so that overtraining is reached, and then backing off to allow the body to re-cupperate. I am sure people like CoolColJ and others can provide more input on this.

For me, I use common sense. If my strength keeps going up for about a month without slowing down, then obviously I am training in that optimal territory which is neither overtraining nor undertraining.

Overtraining is so confusing to me now. Anyways I know Im in a state of "something" when I start getting weaker and more importantely my motivation goes to shits. That is the time when I normally take some time out of the gym and then come back feeling better.

Thats a good way to look at it. Once u begin to feel blah b4 and during a workout thats when u know your overdoing it in my experience. I usually just cut down intensity for a few weeks to get my body back and then I go ball to the wall agian.

Overtraining can be avoided by careful excercise rotation. Taking time off is the last resort solution.
