If you had to pick between the two which exercise is better for the lats and back: Lat pulldowns (either wide or close grip) or seated cable rows?

My work schedule will be hectic this month so my lifting time is limited to 1-2 days a week.

If I was putting together a program, which one should I use to get the best results (lat width, thickness, etc.)?

Between those 2, you need to decide which is more important to you at the moment. Lat pulldowns will definitely build your lats more than cable rows. On the other hand, cable rows will build your general back more (mid/lower traps -- thickness).
 
The lat is ONE muscle that contracts as a whole unit no matter which exercise you do. Try both movements really hard. Decide which movement feels like it is working YOUR lats the best. Use that one movement.

Either exercise will work. It comes down to instinctive training. Good luck.
 
Just do both! I do 2 sets of each everytime I go to the gym -- back growth is good and fairly even
