You need to document it with HR EACH time he does it. Not just keep a journal because if he is sexually harrassing you and HR does not know about it, I dont think you have much of a case or they are at fault. I was there....all the way down to hot shot corporate lawyers.
Maybe now that you complained once, they will just move him to another job or let him go so you are not in a hostile work environment.
