By going after those without any resources, cops ensure that they perpetuate their authority and budgets, all the while drumming up statistics to validate their existence.

The majority of the people caught doing shit are the people from Raleigh, where the majority of crimes happen. Poor neighborhoods always have more crime than rich neighborhoods. The biggest shit that goes down in my parents neighborhood is if one of the neighbor's 3g dog takes a shit on someone elses grass versus in downtown Raleigh where people get shot for something they are wearing.

In better-off areas, what do cops do? They bother kids, or harrass them, or tell them they can't hang out somewhere, or pull them over.
