All that matt said is true besides the fact that he fails to see those areas are where 95% of the crime happens anyway. I personally don't see a cop EVER in my suburb however nothing is stolen or broken into either. The cops are where they are needed down in the low income shitholes of the country.

Also, by going after people who are "better off", cops will worsen their reputation. Such people aer beter educated and know what cops can, and can't, do. Middle and upper class people will actually do things like call legislators and bitch about poor treatment from the pigs. The result is an adverse effect on their budgets and restriction on what they can do.
By going after those without any resources, cops ensure that they perpetuate their authority and budgets, all the while drumming up statistics to validate their existence.
