It depends mostly on his age.
HCG and Clomid are only temporary.

In a younger man the HPTA may kick in and normalize. How long this will take varies from individual to individulal.
HCG cusions the crash and regains testicular size but the body has still got towork on its own sooner or later.
Clomid will do little, if anything to retai normal T function.
After the middle 30's or so, chances are if the subject has abused steroids (high dosages, long durations etc) he may never acheive a normal T level.
Levels drop with age anyway.
