Help with Vertical

Ever since 9th grade my vertical has been about 18" and it might be at 20" now and I really need some help with getting it higher. Not only that, but my 40 yard dash has stayed about the same at around 5.9 sec. I don't understand how it hasn't gone up more than 2" at most because I was squatting around 180 and DL around the same at a body weight of about 180 and now my stats are BW: 180, Squat: 355 & DL: 435. I have tried plyometrics with explosive training which was basically a modified West Side program for 3.5 months with no to little progress. I just started working out at a gym that has a reverse hyper machine and could only do about 60 lbs. x 9 and I thought this could be a big problem especially because I stay sore for 2 to 5 days after I use it. Anyways, I was wondering if anyone could tell me what they thought and maybe tell me what helped them?
 
hate to say it bro but some people just are "designe/made" to jump. up until about 1.5yrs ago i never touched a weight and could dunk since 8th grade.
