With a history of neck problems, you'll probably have to go slow, experiment a bit and see what promotes growth without added irritation.
Here is what I do:
I hit the back of the neck, right side, left side and front in that order by taking postions on a bench and moving the head towards the ground and then up.
(1) Simply kneel on bench and drop chin down ... then up. 10 slow reps right, left middle. The head weighs a lot.
(2) Lay on right side, drop head and then back up ... 3 X 10
(3) Same in left side ... 3 X 10
(4) Finally lay flat with head off edge ... drop head back and then up...slow. 3 x 10
Youve hit from every angle and at least toned all the muscles.
Now ... if no pain or irritation, add some weight. Right now I'm using a 50 lb plate on my forehead for #4. My neck is at 18" with no flab under the chin. (I'm 61.)
