Allow me to translate this into a more reasonable request...

How about a section where people can discuss racial issues that affect our society... if people take offense to it, they don't have to enter into the area... it would be a discussion area about how race effects our society and what causes these afflictions.

I think a racial slurring joke forum would be inherently bad... and maybe cause a lawsuit... since racial jokes/slurs aren't protected by the first amendment.

For example, when I went to undergrad... I lived on a predominatly black dorm floor my first semester... we had many late-night conversations about what each other was thinking... and actually had some personal questions and revelations about the other race, which, prior to talking, we had misconceptions about.

I feel I am rather enlightend on this topic, and believe it would be an asset to the board... a place were people could talk about experiences, their own personal beliefs, and ask questions of a racial nature... and it wouldn't be on the chat board, so those who had a problem with it, or took offense to it, would not have to enter into the specifically designed forum... hence, freeing you of any legal liability.
