basicly range of motion and leverage

So someone may be able to bench more then another person, even though the one with a lower bp may have more/stronger muscle mass?? I never really got into the world of powerlifting before and I am amazed how some people can be so small and so strong or so big and so weak.
 
yes

the shorter the range of motion, the more you can lift, since you you use less energy
the better the form to maximise leverage the more you can lift
tendon structure and neural effeciency also play a big part as well

strength in a specific lift also has a large skill component just like any activity

now if these women tried to do a seated medicine ball chest throw for distance, then I'd say the bigger and more muscular guys, but weaker in the bench press, would smoke them :)
