I wanted to use this 100iu to cut out a little bit of body fat and perhaps help me get on the way to putting on some size again, been lifting 4 times a week changing programs and alternating between plyometrics and weights doing plenty of squats and deads but recently have not been making any progress when it comes to weight gain

Perhaps you should make up your mind. Do you want to cut or bulk? In your first post you said you were bulking. In this post you say you want to cut some fat, but you're perplexed as to why you're not gaining weight.

The solution to all your problems, my young friend, is diet. Bulking and/or cutting are going to be controlled by your diet. Want to cut? Eat cleaner. Want to bulk? Eat everything in sight. Want to try to do a "lean bulk"? Eat a shit ton of "clean" foods.

Go decide what you want to achieve.
