There are two ways you can handle this. The old fashioned way and the new wave way.

Old fashioned:
When you see the guy calmly approach him and grab him by the neck. Use your finger and thumb to completely imobilize his body. Usually, you have about 30 seconds before the person dies.
After about 5 seconds they realize you are controlling them with a finger and a thumb. Make sure to tell them that.
After 10 seconds they are SURE they are dying. Make sure to tell them you know you are killing them and you don't care.
Then tell them EVERYTHING they have done that pisses you off.
If you don't want to kill them let go when their lips turn blue. They may be unconscious for a while and go into convulsions on the ground.
I used to use that method. It is extremely effective.

The new wave way:

Don't even worry about it. Talking to them about it only makes them feel important and they get a powerful feeling from it.
If they are not important enough to get upset over you take away all their power.

BTW. The new wave way was developed with a psychiatrist. Not only is it effective but the police will not know you on a first name basis if you strictly use it!
