EF mail problems.. help please.

hi, been away for awhile ...
everytime i send a message, the othet NEVER recieves it.. what the hell is up with that.. therefore, i get no process started, nor lists ect.. please someone tell me if i am doing somethingwrong or if there is something i need to do..
i go to compose mail, write it send to the user, but they never recieve it.. hell i send it to myself and never got it!
please respond ASAP!

oh now it says "unable to find public keys for address: ****** " would you like to send uncrypted" why the hell is this happening!!! ahhH!
