I have wondered about this very same subject. HGH doesnt pick and choose which cells it replicates. It replicates every cell in your entire body, skin, organs, bones etc... so since it makes EVERYTHING larger by producing more cells (to put it simply) it could technically grow your dick as well. I see no reason to dispute this. Yes I believe it can make your dick grow permanently bigger.
