It isnt that simple.
SCOTUS is expected to define what is a search, what is a seizure, what is cruel and unusual...on and on and on. Just because a law is ambiguous doesn't mean that they can say "ok, your law isn't clear, the constitution isn't clear, let's call it a draw."

I think they sometimes feel compelled (or have an agenda) to fill-in the blanks when there really isn't enough information to give a complete answer.
