No it's not a drug in that sense. That was why the FDA, HHS, and the AMA testified that steroids should not be scheduled back in 91. They didn't meet the criteria of an addictive or "mind altering" drug. You know, like alcohol. Oh wait, alcohol isn't a drug. But as we all know, congress scheduled them anyways.
You can't become physically addicted to steroids and there is plenty of evidence to show that it's not a hallucinogen.
