I often do because the manual also cover things that you may not have known before eg: shortcuts or further elaboration on the technicalities.

depends. for normal things, no, its normally built the way id build it, so its fine. when youre doing a full on frankenstein mod job on something or otehr (cars, engines etc) then yah, ill read it before i (literally) blow something up

For cheap stuff it's usually translated from Chinese to Indian then to German then to Russian then back to chinese then to English which makes it difficult to read

Maunufacturers and those that write Manuals have started to realize many don't read them and some insert a GETTING STARTED section for those that won't read the whole thing.

Just enough info to get you going so you can figure the rest out on your own.

As for me, I usually always look in the manual initially for the basics,
and then refer to it when I want to do something specific later.

It depends on what it's for. A lot of times I won't unless I can't figure something out or am looking to use a feature unique to the item. Or, sometimes I'll read the 'Getting Started' section. Or, sometimes I just won't. LOL. Oftentimes I end up losing the manual, which I later end up trying to find for reference when I do want to look something up in it
