Memorial Day is based from decoration day, where people would decorate the graves of Civil War soldiers with flowers. The official birthplace of Memorial Day is Waterloo, NY where on May 5, 1866 ceremonies were held to commemorate the war dead, business closed and all flags flew at half mast.
Near the turn of the century, it was held normally on May 30, and not until the end of WW1 was it used to honor all fallen soldiers. Itthen became an official holiday to be held on the last Monday in May by Congress in 1971.
