Great question.
Drugs can be used to understand God and the transcendent. Look at rock stars, the best used drugs to obtain their art. In Indo-European religion it was used by wise men and women. In the earliest religious text, the Aryan, Rig Veda, ancient Brahmans used Soma juice to understand God. In fact, they deified Soma. But they actually controlled the use of drugs in that culture for the general public, see Laws of Manu.
So drugs are to be used for enlightenment, to understand God. Drugs are a God given tool to create culture. How many top musicans NEVER used drugs?
Drugs in fact drive you to God. That is, they kill you. People who use herion, never want to get off it and thus kill themselves. Drugs are not evil in themselves but a tool.
Drugs though are destructive though for a society. You may kill innocent people, harm people. Thus punishment for the wrong use of drugs. The right/rita/rede us of drugs. So government must make drugs legal but then punish people who abuse them. Thus natural selection, diminishing the population, and having more moral people who do not abuse good things in their freedom, thus a more moral future generation. People must have freedom, in freedom, people do good things or bad things. Only in freedom can justice be implemented. You cannot make people good.
Bar fights are bad unless there is some underlying morality involved in which case a courst must decide the penalty.
For example, I just got into a street fight. Some dude challanged me. I won and hurt hiim physcially by breaking his ribs and giving him a nice dental bill.
I am a martial artist. I train. Part of my life is martial arts. The dude who fought me was a martial artist. He was trained and pretty good at it, but I was taller, stronger, and had much more powerful strikes. Thus, I won. It was not evil because it was consentual. It was not bullying.
I also fight in a boxing ring in MMA. Its part of being a man, a warrrior.
But if I went into a bar, got drunk and picked a fight with some chump, this is evil because there is no point to it, it is an assualt, a crime because I could probably seriously hurt somebody.
But when I fight in the ring, it is consentual, it is a modus operandi of living.
