Street smarts is only part of it. 2-1 odds is not very good for someone who does not fight on a daily basis. More money for law enforcement will only line the pockets of those who run the depts.
Right here in Phoenix, AZ the North patrol district is short something like 400 officers. The major stated that just because we are short does not mean we are going to lower our standards. If you have dabbled in drugs you won't get hired. If you have tried pot three times in your life you are permanently disqualified from being hired by them.
But, if you are a dropout, with a ged, and the bottom of the gene pool you will be hired. I can't tell you how many cops I have seen and worked with that should only be driving atari's, not squad cars and attempting to enforce the law.
So, you see, more money won't help. The dept's believe they need perfect people (those who have never done something wrong in their life) if you will for an anology, the blue-eyed, blonde haired, german. What a joke. Most cops are cops because they could not get hired anywhere else. Shit most, can't even write a complete sentence without a dozen grammer/spelling mistakes.
