I'm in agreement with Hammy that #1 might be enough. The cost of a COTB is around 10x that of a Plat so it's not unreasonable that a dozen or so Plats fighting back the oppression should be able to restore parity.
Mods need to be able moderate, though. Elite mods at the very least, as RedGuru suggests.

I missed why everyone is angry at one COTB, in particular. I have been asked to ignore someone in particular, but I'm not going to be rude or mean to someone who has been really kind and nice to me, always. What did he do that is so bad?
