Computer peeps! Email text not displaying correctly

Situation: My bro is travelling throughout Europe now. He's sending me emails from internet cafes with his hotmail account. Every email has worked so far until the last one (he's in Italy), in which the text was converted into unreadable format. Look below for a sample.

looks like a unicode problem to me, I could tell you to forward me the email, but neither you nor me can live with the privacy risk orb.
