I got a complaint to day from my RoadRunner saying that I was Port Scanning. WTF is that????? Some guy in Tampa sent a complaint email to there abuse dept. saying I was attacking his PC and to stop me. Any suggestions...

Sounds like someone has figured out your login password and is doing some damage. First thing I'd do is change my password.

quite possibly you've been hacked and someone is using your system remotely to hack into other computers. Either that you you have an application that is probing other computers but that isn't likely.

Tell them to screw themselves and put up a stronger firewall. You have the right to port scan.

I would reload windows just to be sure your not running any backoriface remote programs,then get a Linksys router and call it a day.
Unless you were running a port scan, just so you know if you hack a box across state lines it;s a felony.

You need to learn how to spoof ip's so you don't get caught doing stuff like that.

If it wasn't you then tell RR to fuck off. Someone could have spoofed your ip and was using it to scan someone who logs ip's or has a firewall that logs em, all the software firewalls are very easily hacked.
