IMO you should do what you said you were going to do. Your word has to mean something good or bad. Let them know you will follow through w/ what you have said. It reminds me of my wife when we first were together. She would yell a little loader each time threatening her boys. I told her after a while you lose the effect of yelling and they become accustomed to that tone. There has to be a cause and effect for their actions. Sooner or later they will realize that you keep your word whether it be to reward them or reprimand them.

Take his clothes out of the washer when they are damp and put them in the freezer. Then when they are good and frozen put them under his bed to thaw out.

I agree with the others, you have to give him a consequence or he'll just walk all over you. Plus he'll respect you more if you totally own him.

then ask him if you put a basket next to the dryer (or on it, whatever) will he put your clothes in there instead?
if he says yes, there's a good chance he'll do it. if he doesn't, tell him you thought you could trust him and ask what he thinks you should do about it.
