It should be the other way round.
Cialis should DECREASE your BP.
Have you actually checked your BP with a good machine after taking Cialis?

dont take hcg during post cycle, people should read up on this stuff before giving advice, it will actually inhibit testicular recovery. That being said, if you use it while still "on" to prevent testicular atrophy, your pct will work much better. I've been on very heavy doses for over a year without coming off, but I used hcg, and now that I am off, my sex drive is still in full gear
