If it is illegal to sell and purchase gear in CANADA, why is it then legal to pocess a personal amount. If you can't buy it do they expect you to find it on the ground.

it's not rocket science...the government is aware people with certain ailments will seek cheaper pharmaceuticals overseas...and for the most part importing them into the country is not a problem...distributing or purchasing them black market is another story
