Best state in America to live in?

Going by the cost of living, weather, things to do, ocean, forests, mountains, lakes, rivers. Nice clean cities/city etc. What would you say the best overall state is to live in?
 
Oklahoma

- excellent cost of living (amongst the best indexes in the US)
- varied weather patterns
- a diversity of landscapes
- fishing, hunting, camping, and mountain biking up the wazoo
- friendly people
- excellent universities (cheap tuition)
- traffic congestion is minimal
- numerous health care facilities

More specifically Boulder, Colorado.
One of the top three healthiest and cleaniest city's in the nation.

Maybe a nice place, but what about:

- high cost of living
- extreme congestion (people and traffic)
- air quality
- expensive tuition (for those attending college)

Plus, eveyone wants to move there. . . the Denver Metropolitan area is a sprawl city. . . . not the healthiest environment with poor air and water quality.
