It's a death spiral. Rates will skyrocket. Insurers will take it out of doctors and hospital reimbursements first. Then taxpayers will have to fill-in what's left over.
My Prediction -- you heard it here first: When you add-up the additional premiums + hospital reimbursement cuts (which will be picked-up by local and federal governments) + insurance bailout, the net effect will be $200B on taxpayers in 2014. In later years it will rise to closer to $500B per year.

(There are legal arguments as to whether or not I'm correct on that technicality, but I'm going with that for now.
