bacteriostatic water

Can anyone verify how to make bacteriostatic water...this is what I have:

- 1 liter distilled water
-1.25 ml of phosphate buffer
-5ml of magnesium chloride
mix and autoclave for 15 minutes
final ph should be 7.2 +/0.1

I could do that but i have access to a lab and i can get everything I need to make it for free. Its not ther money i just like doing this shit
