I'd say either diet harder or eat and bulk. Decent base as bw1 said but you're sort of in that no mans land of not really big enough to be impressive and not really lean enough to be impressive. Definitely not meant as any type of flame whatsoever. It happens to everyone, where they can't decide if they should bulk or cut. My advice would be to get a mental picture of what you want to look like and start building that. Focus, vision, specific well thought out goals, are keys to building an impressive phsyique. Impressive being slightly different to everybody.
