I think the TV series "COPS" popularized it but I have no idea about the origin.

I'm guessing it's because everytime you see someone on cops getting arrested for domestic, that's what they are wearing. Plus it doesn't restrict movement so you can really give her a whooping when she doesn't get you another beer.
