Alfred Von Schlieffen's failed plan using nearly all of Germany's armed forces to attack France by first invading Belgium and Luxembourg in an effort to quickly knock France out of the war. Part of the Schlieffens wheeling plan was to flank the Allies and capture Paris by moving west along the English channel to circle behind the capital. Schlieffen was quoted saying "when you march into France, let the last man on the right brush the Channel with his sleeve."

as far as your question, I would have to guess the franco-prussian war of 1870...von kluck wheeled east of paris instead of west of p-town like the plan called for...wheeling east of the city exposed his flank which was duly attacked effectively stopping the germans...they almost pulled it off exaclty as schielffen had planned to the day

The Schlieffen plan was on my high school GCSE history syllabus, although I didn't remember the quote I did understand the meaning. Schlieffen was said to have taken his plan from Hannibal's tactics of defeating the Romans at Cannae 216 BC. Check it out.
