Yes, you always tip the sushi chef no matter what. Besides if it's a place you frequent, he will remember you and will treat you like his #1 customer if you always tip him. Being a sushi chef is like a place of honor in Japan. It is something that is passed down the family line for generations. They take great pride in what they do and are humbled that you would tip them above and beyond their regular pay.
