I drink between a quart and a half gallon of milk every day, although due to my Mediterranean blood, I probably shouldn't drink that much. Luckily my lactose intolerance only shows itself once in a while and I can get away with a lot of dairy most of the time. I make all my shakes with CFM whey isolate and chocolate milk (inspired by nelson) and some r-ala to get the most benefit out of the mix. Milk is so underrated these days, but it's a great whole food in itself. You get plenty of water, protein, and a boatload of other shit to help you grow.
My friend who is a pure ectomorph (6'6" 230) drinks half and half instead of milk in his shakes which helped him gain a lean 30lbs and somehow remain cut. Kinda like Rheo Blair's cream suggestion, and it definitely helps you get your cals up if you're an ectomorph.
And on the legalization of AAS issue... having legalized juice would be great for responsible users, but there are reasons why it's illegal. I think they should ONLY be legal if they are controlled to some degree, but in the sense of maybe alcohol and cigarettes. Mainly, kids should NOT be able to buy them. School should continue to educate kids on the dangers of steroid abuse, but when they're of age they have the ability to make a rational decision to use steroids, much like alcohol and tobacco.
Marijuana use is gaining acceptance for medical use in the US, but it's a slow process. This is not a threat to the legalization of steroids. It could possibly open the door for rational thinking regarding medical use of steroids. Marijuana helps cancer patients deal with pain and it allows them to eat. If this drug becomes accepted for this use, then more doctors could realize the benefits of AAS for similar reasons. Appetite stimulation and anti-wasting come to mind.
Legalization of steroids is definitely a possiblity, but I see it being far away. I don't know if I'll ever see it in my lifetime. Instead I think the medical community will push the steroid issue behind them and look forward to IGF-1 and MGF to combat wasting instead.
