Well, if rain comes from clouds in the sky, do you have ownership rights to that piece of sky? Something falling in your yard does not make it yours.

I don't think the purpose of the law is to stop people from collecting the rain from their roof in a bucket or barrell, but to stop people from using major collection devices that could divert valuable and needed rain water from public or private areas, or be turned into a for profit business.

I'd tell the govt. to fuck themselves. All they want to do is make sure the water being used is taxable. Fuck those greedy dicks. I'd seriously would like to get in a room one on one with each of these rich old assholes that support thius stupid-shit laws and beat the shit out of them and then dump my illegally collected run water on their faces and then give them aids.

You own the rain that falls on your land. Your argument is lame because if people collected the water and used it properly, the city would not need as much water to supply you.

This is purely and act for the city to try and control the water so they can sell it back to you at a profit.

Really? This doesn't sound correct. I would think that if farmers collected rain water for their irrigation that they would bwe using so much less of the public water supply and that it would be more efficient, resulting in a smaller net usage of water.

you can't just assume farmers are going to use it properly, and only what they need. but they should be able to apply for permits to do if they can demonstrate that they will.

in general it's better for the gvernment to control the water supply than private citizens though
