I think that they should charge for bandwidth usage. It's true that the student downloading music and movies illegally should not pay as much as someone who only uses email and research occasionally. Someone who surfs 2-3 hours a day (like your average teenager) as opposed to someone who surfs for ten minutes.

However, then workplaces are screwed because at work I'm technically on the net all day using my CRM.
